Today is the world of Communication , In India there are 2 billion users of mobile phone. People use their Phone to regular talk but some voluntary Commercial communication Call were disturb the person time. To check this source of disturbance and inconvenience to the consumer the Telecoms Regulatory Authority of India make some regulation to block this Commercial Calls. The main aim of this regulation is to provide the relaxation to the consumer by blocking of Commercial Calls unless customer opted for special services Commercial Calls.Telephone customers should register their telephone numbers with their telecoms service provider for including the preference order or blocking the service in National Consumer Preference Register (NCPR) by dialing 1909. The register will give the national data base containing a list of the telephone numbers of all subscribers who have registered their preferences regarding receipt of commercial communications. You can change preference at any point of time after expiry of three months from the date of registration. The consumer should not pay a single rupee to register in the National Consumer Preference Register for blocking the commercial communications. If commercial communication is made after expiry of seven days from the date of your registration, consumer should launch a complaint to their Access Provider, through voice call or Short Message Service. The access provider should take action on the complaint .The provider should correct your problem within seven days. Take action against telemarketers.

Categories Of Blocking Commercial Communications

1.Fully Block Category
In this category all mode of commercial communications is blocked by the consumer.

2. Partially blocked category
In this category all commercial communications stops , except Short Message Service in respect of category or categories of preference indicated by the consumer.
In this partially block category people can block partially commercial communications according to their convenience the preference will be given as follows
A.Banking/Insurance/Financial products/credit cards,
B.Real Estate,
E.Consumer goods and automobiles,
G.Tourism and Leisure.

Procedure for register Blocking commercial communications
1.By Customer care Executive or Interactive voice Response System(IVRS)
Call the Toll Free Number 1909 and talk with costumer executive or follow instruction through IVRS. He/She ask for your preference for fully or partially block category. Choose the category as per your requirement, if you choose the partially category then give the subjects for which you are interested to receive the Short Messages. Then, customer Executive will register you and confirm your number for Service according to your given preference. You will receive a SMS from provider containing information of your preference and a Unique Registration Number..Maintain this registration number for further help. Then within Seven days your service activate according to your preference given to customer Executive.

2.By Short Message Service(SMS)
For full blocking commercial communications, you should send the SMS " START 0" to 1909.
For Partially Blocking commercial communications, You send SMS "Start
